Dr. Harvey H. Millar

Vice President, Logix Consultants Limited Born in St. Lucia, West Indies, Harvey Millar has resided in Halifax since 1982. Harvey Millar completed a Bachelors degree (Upper Second Class Honors) in Industrial Engineering at the University of West Indies (U.W.I.) In 1982, upon being a recipient of a Canadian International Development Agency (CIDA) Scholarship, he subsequently completed a Master of Applied Science and a Doctor of Philosophy in Industrial Engineering at the Technical University of Nova Scotia in 1985 and 1990 respectively.

In 1988 he joined the Sobey School of Business at Saint Mary’s University in Halifax Nova Scotia. Now a tenured Full Professor in the Faculty, Dr. Millar teaches courses in Business Statistics, Total Quality Management and Improvement, Operations Management and Strategy, Simulation of Management and Industrial Systems, and the Use of Scientific Methods in Management Decision Making.

Dr. Millar is an avid researcher. He has published several articles in a variety academic journals in his field and has presented several academic papers at conferences in Canada, the US, the Caribbean, Africa, and Europe. His research interests include the design and planning of industrial fishing operations, disaster recovery planning, the design and management of manufacturing systems, planning and scheduling of production, managing operations in health care systems, scheduling of manpower and work crews, and scheduling of transportation systems. In addition to teaching and research, Dr. Harvey Millar is Vice President of Logix Consultants Limited, a management consulting firm specializing in organizational improvement, strategic planning, operations improvement, design of customer service strategies, design of quality management systems, and diagnostic studies. 2 Logix Consulting LTD is also dedicated to helping businesses and organizations run cost-efficient and/or profitable operations through effective scientific management practices. He has conducted projects for a number of organizations in the Caribbean and Canada including the Federal Government of Canada.

Dr. Millar is also a trainer, and has delivered a number of workshops and lectures including Train the Trainer’s workshops. He has delivered workshops among others on Total Quality Management, Simulation of Business and Industrial Systems, Use of Computers in Decision Making, The Analysis of Information for Decision Making, New Management Approaches for the 90’s, Benchmarking, Change Management, Customer Service, Process Mapping and Analysis, Strategic Planning, and Value- Based Decision Making. Dr. Millar’s lively and positive approach to training reflects a coherent philosophy based on contextual learning, peer learning, learning through discovery, participant-centering, and critical thinking. Dr. Millar has been and continues to be quite active on a number of University Committees. He is a member of five professional associations, and currently chairs the Faculty of Commerce Research Committee.

During the year 1996-97 he held the post of Acting Director of the MBA Program at St. Mary’s University. He is currently the Chair of the Faculty’s Research Committee, and is a member of the Faculty of Graduate Studies Research Committee for the university. He also sits on the Executive of the faculty of Commerce. Dr. Millar is a member of the American Society for Quality, The Canadian Operations Research Society, and the Society for Computer Simulation, and the Nova Scotia Association of Professional Engineers (APENS).

Dr. Millar is a founding member of the African Canadian Education Project, a community-based advocacy group which focuses on the academic achievement of African Canadian youth. He has served as Chair of the Proposal Review Committee for the African Nova Scotian Community’s Employment Planning and Development group. The Committee was responsible for allocating a $600,000 Cdn. development budget funded by the Canadian Human Resource Development Agency. He is also a columnist on management and cultural issues. His highly regarded column, Take Five, has appeared in the St. Lucia Mirror and locally in the Black Business Initiative Newsletter, entitled Black to Business. Dr. Millar’s skills in organizational planning, design, and organization improvement have made him a highly sought after lecturer consultant and trainer. This coupled with his interest in and knowledge of Africentric philosophy as it applies to management practices makes him a valuable asset to the Africentric Leadership and Management Summer Institute.
